
District 5 Neighborhood Advisory Council
The District 5 Neighborhood Advisory Council, under Commissioner Dr. Kelly Martinez Semrad’s leadership, empowers residents to shape our community by directly impacting positive change through policy work with Orange County staff, special community projects, and volunteer initiatives.
Current policy proposals include an AI Data Center Moratorium, Sunshine Transportation Advancement Resolution, and a general policy framework for tackling affordable housing and homelessness.

Your participation is vital in shaping the future of our community, and we appreciate your commitment to making District 5 stronger and more connected.
We want to ensure that everyone who wishes to participate is registered, so we can accommodate space accordingly. This event is open to the public, so feel free to invite neighbors and community members who may be interested. Our goal is to create a collaborative space where we can listen to community feedback, share updates from the District 5 Office, and have our advisory council help amplify important information on social media. Within each committee, we have working groups dedicated to research and policy development to support the District 5 Office in creating Commissioner’s reports and even ordinances to be voted on at the Board of County Commissioners.
