Meet The District 5 Team!


Elected in December 2024 with nearly 60% of District 5 voters’ support, Dr. Kelly Martinez Semrad is an expert in tourism economies with international experience in using tourism to alleviate poverty and protect natural resources. She has played a key role in global tax reform and economic restructuring, advancing social, economic, labor, and environmental justice in tourism destinations worldwide. With a strong foundation in tourism data and economic development, Commissioner Semrad is committed to fiscal responsibility and strategically leveraging tourism tax revenue to benefit residents, small businesses, and the environment. She advocates for diversifying the county’s economy, promoting sustainable growth, and investing in critical infrastructure like affordable housing, transit, and pedestrian safety. As an environmentalist, she champions policies that balance economic opportunity with nature preservation, ensuring a thriving future for both residents and natural resources. Kelly’s greatest achievement is being a mom to her son Hawk and daughter Forest Hope.

Wes brings extensive political knowledge and a wealth of experience from years of dedicated service within Orange County. Having worked alongside multiple county commissioners, he has a deep understanding of local government operations. As Senior Aide, Wes plays a key leadership role—overseeing the office budget, managing staff, and serving as a direct and trusted advisor to the commissioner. His lifelong commitment to public service makes him an invaluable asset to the District 5 team.

Victoria, one of our two bilingual team members, brings a strong background in constituent services, accounting, and data analysis to the District 5 office. Known for her warm and thoughtful approach, she ensures every resident interaction is handled with care. Victoria manages all administrative functions of the office and serves as the first point of contact for constituents, providing essential support to keep operations running smoothly.

Jarred serves as the Senior Legislative Aide for the District 5 office, bringing deep expertise in land use and policy research. He plays a key role in shaping and advancing the Commissioner’s legislative priorities, developing strategic plans, and ensuring she is fully prepared for every Board of County Commissioners meeting. Jarred manages all agenda items and, with support from the research team, provides in-depth analysis and data to help the Commissioner make informed, thoughtful decisions on the policies moving through Orange County.

Lee brings years of experience working within the county and serves as a part-time Administrative Aide for the District 5 office. She supports the team by managing communications, including the district newsletter and social media platforms. In addition, Lee oversees special projects such as community cleanups, volunteer initiatives, and events. She also coordinates the District 5 Neighborhood Advisory Council and internship program, helping to strengthen community engagement and build local leadership.

Gabe serves as the part-time Community Outreach Coordinator for the District 5 office, playing a vital role in connecting with residents across the district. He hosts regular satellite office hours in various neighborhoods, ensuring that even the farthest corners of the district receive responsive and compassionate constituent services. Gabe assists with follow-ups on community concerns, supports special events, and contributes to the district’s social media outreach. As a bilingual team member, he is committed to promoting language justice and ensuring that non-English-speaking residents feel heard, supported, and empowered.

Angela brings a deep commitment to research and a sharp eye for detail, specializing in land use and local policy. She works closely, part time, with Jarred to analyze critical data, ensuring the District 5 office is equipped to make informed legislative decisions. From drafting policy comments to preparing comprehensive briefings, Angela plays a vital role in arming the Commissioner with the insight and tools needed to advocate effectively on behalf of District 5 residents.

Ethan is a research intern with the District 5 office, currently studying Public Administration at UCF. He brings strong research skills to support policy development on affordable housing, transportation, and homelessness. His dedication and insight make him an invaluable part of the team.
